Situation Report	Date: 7th Oct. to 20th Oct. 2009

Summary

1. There is some pressure from all sides to release the Vanni IDPs. On the 13th of Oct.2009 around about 600 IDPs belongings to Mannar district were released from Ramavilla and PRI camps and they were taken in 7 buses to Mannar district.

2. Our monitoring team visited the camp on the 13th of Oct. 2009 based on the monitoring the IDPs are highly worried about their release. In Ramavilla people from Jaffna district reported and questioned why they were not released like others. According to our knowledge we don?t known what are the criteria taken into consideration for the release of these IDPs.

3. There is no special problem related to supplementary food issue.

Humanitarian Situation

1. There were more than 15,000 IDPs from Vavuniya brought down to Jaffna and released to all the divisional secretariat areas. This information leads to frustration among Vanni IDPs in Jaffna. And they also demanding that they should be released before the onset of monsoon rains. But there is no agenda regarding the issue at present.

Shelter

- 25 beneficiaries finalized for the semi permanent shelter at Kopay. Got the approval from the Divisional Secretariat Kopay to commence the construction. During this week we might start the work.

Food

- The supplementary food issue for the IDP camps is going on smoothly, vegetable and coconut prices are little higher, but fish prices are reasonable. Therefore the cost per day is balanced.

Health

- The mobile clinic unit already engaged in the old welfare centre for the medical assistance.

Watsan

Under the new budget already 3 toilets construction have been started. And already 10 beneficiaries are finalized.

-The Watsan situation inside the Vanni IDP camps not satisfactorily. The maintenance is a very slow process.

Education

- The assistance to the university students is in progress. There is a request from the registrar, university of Jaffna regarding the Vanni district students. He emphasizes that the Vanni displace University students should be supported because they either lost their parents or have been separated for more that 2 years and even lost communication with them.

Protection

- The security arrangements remain the same. But getting access to the Island and Vadamaradchi East area is relaxed.

3. Caritas ? Hudec Response

- The response towards the Vanni IDP camps continues by issuing the supplementary food items.

Complementary Food

- Caritas-Hudec also received some request from individuals as well as from DS to support food assistance for the released IDPs.

NFRI

- We are not concentrating of NFRI issues due to the present situation of Vanni IDPs. There is a request from the DS and individuals regarding NFRIs to the Vavuniya returnees.

4. Coordination

- All the activities of Caritas ?Hudec are coordinated with government authorities and NGO councils under the Presidential Task Force on Resettlement it is very essential to have coordination with government organizations and NGOs.
