Situation Report

GENERAL SITUATION

  • Commission for Justice and Peace has submitted a memorandum to Aid-granting countries to use their good office to have the A-9 highway opened for the travelling of the public and the transport of essential goods so as to save the people from starvation and give them a peaceful consolation.  They also requested to see that the cease-fire arrangements are not violated.
    • The people of Katkovalam in the Point Pedro division are complaining that their cattle are being stolen during curfew hours and slaughtered for sale.

     FOOD, NON-FOOD ITEMS

    • It has been reported that some bakeries are disposing certain quantity of flour to the black market from their allocation.  The officials have warned that such miscreants would be punished severely.
    • Limited amount of Rice, Dhal and Sugar are distributed and sold on a fixed price on Family Cards.

       TRAVEL

      • The Sri Lanka Transport Board has informed that they have diesel for another 4 days.

      EDUCATION

      • Schools are not functioning due to boycott, etc.

      DISPLACEMENT

      • Displaced life is still continuing.
      • The Divisional Secretary of Point Pedro has arranged to issue relief items to 244 families who have been displaced and registered with the Secretariat as internally displaced persons.

         MISSING PERSONS

        • Human Rights Commission Office in Jaffna has informed that 419 persons had been reported missing from December 2005 to date.  In August 2006 alone 67 persons were reported missing and no information was forthcoming in respect of 50 persons.

        KILLINGS

        • The Kodikamam police and handed over 12 decomposed bodies.  Of these 10 are males found in blue trousers and blue shirts and two females were in undergarments.
        • Palanivel Sutharsan of Annasathira Lane, Jaffna and another young person of Parameshwara junction, Thirunelvely were kidnapped by an armed gang which arrived in a white van.
        • Mylvaganam Sasitharan (24) of Thunnalai was shot dead by unknown persons.  S.Uthayakumar (25) who was near the killed person was severely wounded.
        • A youth about 30 years from the Theatre Lane Inuvil was shot by in known persons who had come by a white van.
        • Thurairajan Sasikaran (30) from Manthuvil was shot dead by unknown persons.

         CURFEW LIFTED HOURS:

        • Curfew has been lifted from 6 a.m. to 6 p.m. in Valigamam, Island and Vadamaradchy divisions. In Thenmarachy division curfew is lifted from 6.00 a.m. to 2.00 p.m. today.
